Quanzhou has officially applied to join the UNESCO Creative Cities Network as a "City of Gastronomy". This move aims to further enhance Quanzhou's city reputation and prestige, promote the high-quality development of cultural tourism economy, drive consumption growth and upgrading, and support the transformation and upgrading of the food industry and the tertiary sector. Quanzhou, as the starting point of the Maritime Silk Road, boasts a culinary culture that "integrates mountains and seas, and combines ancient and modern". In recent years, Quanzhou has continuously advanced the high-quality development of its catering industry. This plan is based on the current development status and future trends of Quanzhou's catering industry, clarifying the strategic goals and development priorities for the next five years, and is committed to enhancing the overall competitiveness of Quanzhou's catering industry and helping Quanzhou build a "World City of Gastronomy" that combines cultural heritage protection with urban vitality, creativity, and sustainability.
I. Development Foundation and Current Situation
(1) Development Foundation
1. Catering Industry Foundation
Quanzhou City, located in the southeast of Fujian Province, is one of the three major central cities in Fujian Province, with a permanent resident population of 8.88 million. In 2024, the city's regional GDP reached 1,309.487 billion yuan, demonstrating strong economic strength and abundant market vitality.
In 2024, Quanzhou's catering industry revenue reached 62.3 billion yuan, with a year-on-year growth rate of 12.7%, indicating the rapid growth and promising market prospects of Quanzhou's catering industry. There are a total of 100,347 catering-related market entities in the city, ranking first in the province, which reflects the positive achievements made by Quanzhou in promoting the development of the catering industry in recent years. Quanzhou has a rich talent pool in the catering industry, with 33 Chinese registered master chefs, nearly 100 Fujian cuisine masters, 78 Fujian cuisine restaurants, and nearly 500,000 catering and cooking industry practitioners, providing a solid talent support for the development of the catering industry. There are 18 catering industry associations in the city, with nearly 10,000 members. These industry organizations have played an important role in regulating industry behavior, improving service quality, and promoting industry innovation.
The supporting industries of Quanzhou's catering industry are booming. The food and beverage industry, as one of the nine trillion-yuan industrial clusters in the city, has 150,119 registered food-related market entities, with over 2 million employees, ranking first in Fujian Province. Industries closely related to the catering industry, such as Dehua white porcelain, Anxi Tieguanyin tea, and Hongmei aquatic products, are also thriving. In addition, emerging industries such as food e-commerce, ready-to-eat meals, and rural chefs are constantly emerging, injecting new vitality into Quanzhou's catering industry.
2. Culinary Cultural Endowment
Quanzhou's culinary culture is a crystallization of historical accumulation and regional characteristics, rooted in the geographical environment of the integration of mountains and seas, a diverse and coexisting flavor system, a solid food industry foundation, and folk dietary customs. As of December 2024, Quanzhou has 54 intangible cultural heritage projects related to food. The government, in collaboration with catering enterprises, industry associations, colleges and universities, and chefs, has promoted the formulation of standards and has released 50 of them, with another 112 under formulation. At the same time, local characteristic theme banquets integrate local geographical indication products, cooking techniques, intangible cultural heritage elements, and local culture. From a city-wide perspective, Quanzhou still faces many challenges in the process of building a world city of gastronomy. Currently, the catering industry in Quanzhou shows the characteristics of being "small, scattered, and weak". The scale of catering enterprises is relatively small, their innovation capabilities are slightly insufficient, the popularity of food brands needs to be enhanced, and their core competitiveness still needs to be strengthened. Quanzhou must unswervingly implement the new development concepts and accelerate its integration into the new development pattern. It should further clarify the construction plan for the World Food Capital, form a working mechanism of "government providing the stage, industry participating, enterprises performing, and people benefiting", and adopt multiple measures to promote the high-quality development of the food and creative industries.

Guided by Chinese-style modernization, it should promote the transformation from traditional service industry to a modern service industry featuring "technology + culture + green".
Specifically, the catering industry should enhance service efficiency and quality through technological innovation, enrich the connotation of catering through cultural exploration and innovation, achieve sustainable development through the concept of green development, and expand market space through openness and collaboration, thereby meeting the people's ever-growing needs for a better life and providing strong support for the comprehensive construction of a socialist modernized country.

1. Adhere to creative development. Quanzhou regards cultural creativity as the core driving force for urban development. It integrates the life philosophy of "conforming to nature and sustainable diet" and the concept and goal of a creative city into the overall construction of the World Food Capital, enhances the depth and breadth of interpreting the connotation of the World Food Capital, guides practitioners to adhere to innovation while maintaining tradition and uphold the spirit of craftsmanship, and runs the concept of innovative development throughout.

Upholding the "food +" development concept, it promotes the integration of food with urban culture, handicrafts, media art, film, design, literature, music and other creative fields, holds a series of "food +" empowerment activities, and promotes the construction of urban cultural diversity.

Quanzhou adopts a spatial layout of "one core leading, two circles interacting, three lines coordinating, and multiple points blooming" to build a world-class food capital development model of "culture as the soul, mountains and seas as the veins, and full-domain sharing", assisting the city in upgrading from the "starting point of the Maritime Silk Road" to an "international food hub".

1. Spatial Layout Requirements
The spatial layout of catering spaces in the main urban area is based on the development goal of becoming a "World Food Capital", and aims to create a spatial pattern of "one core, three axes, and five zones", forming a catering network system that features orderly cultural inheritance, efficient industrial collaboration, and full coverage of services. The core cultural experience area is centered around the ancient city of Licheng, and the three development axes of Jinjiang Ecological Corridor, Luoyang River Urban-Industrial Integration Axis, and Bay Tourist Service Axis are relied upon to layout five functional zones: traditional food culture zone, pre-prepared food processing industry zone, urban agriculture demonstration zone, coastal ecological catering belt, and community service network.
The spatial layout follows four planning principles: in the cultural dimension, the authenticity of historical districts is emphasized and protected, and a catering business access system is implemented in 12 historical and cultural districts such as Zhongshan Road and Xijie, with the proportion of non-heritage and time-honored business areas not less than 40%; in the industrial dimension, a three-level supply system of "raw material base - central kitchen - consumption terminal" is constructed, and a 15-minute cold chain distribution circle is formed relying on Donghai Biotechnology Park; in the ecological dimension, a 200-meter ecological catering control zone is demarcated along both banks of Jinjiang River and Luoyang River, and low-density development projects are limited; in the service dimension, a three-level system of "city-level food landmarks - district service centers - community convenience nodes" is established, ensuring that there are no less than 8 catering service points per square kilometer.

The spatial elements of catering spaces in the main urban area aim to achieve "full industrial chain integration, deep integration of culture and tourism, and universal service coverage", and construct five core zones:
Cultural Inheritance Core Zone: With the ancient city of Quanzhou as the main body, a 3.2-square-kilometer special protection zone for food culture is demarcated. The traditional food axis of Xijie - Zhongshan Road is enhanced, and a base for the inheritance of traditional cooking techniques of southern Fujian is established. Eight historical buildings are renovated as intangible cultural heritage workshops. In the 200-meter buffer zone around 22 World Heritage sites, theme catering cultural stations are set up, and the old warehouse south of Kaiyuan Temple is renovated into a display center for Song and Yuan Dynasty Maritime Silk Road cuisine. Islamic-flavored catering clusters are planned around Qingjing Mosque. Industrial Synergistic Development Zone: Along the Luoyang River, a pre-prepared food industry belt is planned, and a 200,000-square-meter central kitchen cluster is built in the Donghai area, equipped with automated production lines and cold chain cloud warehouses, serving 80% of the city's chain catering. In the Taishang Investment Zone, a modern agricultural complex is created, establishing a "field-to-table" direct supply system, and five urban farms are planned to achieve two-hour delivery of fresh vegetables. In the Chengdong High-Speed Railway Business District, a food industry innovation park is constructed, integrating functions such as R&D testing, brand incubation, and e-commerce live streaming, forming a full industrial chain service platform for catering.
Ecological Catering Demonstration Zone: An ecological catering corridor is planned from the mouth of Jinjiang River to Dapu Fishing Port, adopting a low-impact development model. Twelve treehouse tea houses are built along the existing windbreak forest belt, and a mobile photovoltaic catering system is set up in the Luoyang River coastal wetland park. The reuse rate of kitchen waste must reach 100%. In the Qingyuan Mountain Scenic Area, the total amount of catering is controlled, and the floor area ratio of new projects is limited to ≤0.3. Prefabricated ecological restaurants are promoted.
Community Service Network: A two-level system of "5-minute basic service circle + 15-minute quality life circle" is constructed. At the community level, six types of facilities such as standardized breakfast kiosks and shared kitchens are configured, with no less than 2,000 square meters of catering service area per 10,000 people. In new residential areas such as Jiangnan New District, pilot projects of three-dimensional catering complexes are implemented, with fresh food supermarkets in the underground floor, community canteens on the ground floor, and urban farms on the roof. At transportation hubs, "catering + transfer" composite development is implemented. A three-story food complex is built in the east square of Quanzhou Railway Station, integrating functions such as tourism distribution and specialty product sales.
Cultural and Tourism Integration Experience Belt: Along the Jinjiang River water system, a water-based food corridor is created, and 20 traditional fishing boats are transformed into floating restaurants, connecting 8 cultural piers from Zhenwu Temple to Wenxing Ferry. Taking the list of protected old-established restaurants as the core, implement "one-store-one-plan" renovation subsidies, and embed the architectural elements of Minnan red brick houses and Maritime Silk Road cultural symbols in historical streets. Form a creative team. The intangible cultural heritage group consists of Huizhou women's clothing inheritors, Dehua ceramic artisans, and Yongchun paper weaving artists, responsible for the visual aspect. The culinary group is composed of Fujian cuisine masters and the Industrial Design Department of Huaqiao University, responsible for developing "edible art installations" (such as sugar sculptures of the East and West Towers of Kaiyuan Temple). The performance group is made up of the Quanzhou Nanyin Inheritance Center and the Puppet Troupe, responsible for designing "dining performance" interactive segments (such as serving tea to guests with puppets).
Develop theme banquets. County-specific banquets include the "Hui'an Shadow Carving Banquet" (served on shadow carving stone plates) and the "Anxi Iron Melody Banquet" (integrating tea utensils and tea cuisine). Develop festival-limited banquets, such as the "Sea and Moon Banquet" for the Mid-Autumn Festival, inspired by Huizhou women's flower headdress, using shellfish to create a "moon rising from the sea" pattern.
Select and promote ambassadors. We are recruiting 100 "Quanzhou Food Culture Ambassadors" globally. Applicants must have a social media influence (with over 50,000 followers) and pass tests such as "Intangible Cultural Heritage Food Blind Tasting" and "Cultural Improvisational Explanation". Customized training will be provided for the ambassadors, including courses on basic Minnan language, Maritime Silk Road history, and table manners. An online topic "Artistic Revolution on the Tip of the Tongue" will be launched, and the ambassadors are required to release "unboxing videos" weekly (such as revealing the firing process of Dehua white porcelain tableware). An "Artistic Dining Experience Hall" will be set up in the Wudian City traditional street, where tourists can book a "mini banquet" (at 199 yuan per person, including souvenirs).

Main measures include optimizing local fishing and aquaculture methods, implementing fishing moratoriums to reduce damage to the marine ecosystem; holding a marine food culture festival to showcase and promote marine food culture, inviting renowned chefs and food experts to participate in the research and promotion of marine food, raising public awareness and interest in marine food resources, and guiding consumers to choose sustainable seafood products; collaborating with educational institutions to carry out marine food culture education, cultivating teenagers' awareness of marine protection; cooperating with UNESCO and Small Island Developing States (SIDS) to share successful cases of sustainable marine food resource development, promoting global knowledge sharing and exchange. Through the "Blue Granary" project, we aim to promote the sustainable development of marine food resources, enhance the protection of marine ecosystems, improve the livelihoods and economic conditions of coastal communities, and advance the United Nations' sustainable development agenda.
Ecological protection and production method upgrading. In Quanzhou Bay and Weitou Bay, we will implement "intelligent fishing moratoriums": using satellite monitoring of fishing vessel trajectories, and those who violate the moratorium will be blacklisted in the credit system. Promote "ecological truss aquaculture", and pilot artificial fish reefs in Shengfu Port to increase fish habitats. Jointly establish a "Marine Ranch Laboratory" with Xiamen University to cultivate new varieties of jade mussels with strong disease resistance, increasing production by 20%.
Marine food culture promotion. The marine food culture festival will feature main events and special activities. The main event is the "Opening Ceremony Feast", where a hundred fishing boats will sound their horns to set sail in Shishi Xiangzhi Port, and a "Whole Fish Banquet" (12 dishes made from a single fish) will be launched. Special activities include the "Seafood Blind Box Challenge" - consumers draw a 50-yuan blind box, and chefs create dishes based on the randomly obtained seafood. The "Ocean Protectors Forum" - inviting representatives from SIDS such as Maldives and Fiji to share experiences in coral reef protection.
Education system construction: Compile a "Quanzhou Marine Food Atlas" for primary and secondary schools, and include it as a compulsory module in the "Second Classroom". Add a "Future Kitchen" experience area in the Chongwu Marine Science Popularization Museum, where students can learn about sustainable fishing principles through VR.
International cooperation and community empowerment. Jointly establish a "Blue Granary Digital Library" with UNESCO, and launch case tutorials on ecological abalone farming and circular kelp harvesting in Quanzhou (available in Chinese, English, and Arabic). Pilot a "Fishermen's Wives Entrepreneurship Workshop" in Xiaozuo Town, Hui'an, training women to make jewelry from discarded shells and selling them through Lazada to Southeast Asia. Launch a "Seafood Traceability Insurance", where consumers can scan the QR code on the packaging to obtain information about the fishing vessel, and 0.5 yuan will be returned to the fishermen's cooperative for each transaction.
(4) Intangible Cultural Heritage (ICH) Food Database Project. Establish an ICH food database using digital technology to promote digital transformation in the cultural and creative fields. Promote the experience and model of Quanzhou to underrepresented regions within the network such as Africa and the Arab region, so as to better protect and inherit the intangible cultural heritage related to food. The database platform is open to members of the Creative Cities Network free of charge. On May 21st every year, the "World Day for Cultural Diversity for Dialogue and Development", a themed event of the "Global Dialogue Conference on Intangible Cultural Heritage of Food" will be held, inviting members of the Creative Cities Network to participate, showcasing the excellent achievements of the database construction, and further promoting the protection and inheritance of the regional food cultures of the network members.
Database Construction and Technical Support. In 2025, complete the 3D dynamic image recording of 30 items of ICH food in Quanzhou (such as spring roll wrappers, geoduck jelly, and Bangshe Gui). Use blockchain technology to ensure that the data cannot be tampered with. Starting from 2026, in cooperation with UNESCO, dispatch technical teams to Africa (such as the tagine cooking technique in Morocco) and the Arab region (such as the frankincense cooking method in Oman) to conduct field investigations and collect data on 200 items of ICH food.
Global Dialogue Conference on Intangible Cultural Heritage. It is held on May 21st every year, with online sub-venues set up simultaneously. Release the "White Paper on the Protection of Global Intangible Cultural Heritage Food", select the annual ICH guardian city, set up skill revival workshops, etc., to promote the exchange and interaction of skills in the field of ICH food.
Technical Assistance Program. Provide the "ICH Digital Toolkit" for African countries and train local teams to operate independently. Establish the "ICH Inheritance Scholarship" to sponsor 10 young people from developing countries to come to Quanzhou to learn the digital protection technology of ICH food.
(5) Quanzhou International Food Festival Project. Starting from November 2024, an international food festival will be held in Quanzhou every year, inviting members of the Creative Cities Network from multiple fields to participate. Set up food stalls from home and abroad on a century-old street that is more than 1 kilometer long. Invite master chefs to have face-to-face exchanges with ordinary citizens and tourists, comprehensively and multi-dimensionally demonstrating the charm of the integration of food and music, food and handicrafts, and food and the ancient street market in the intangible cultural heritage. Deduce the marketplace life, historical stories, and the inheritance and evolution of cooking techniques. Showcase the Quanzhou food culture and the innovative integration concept of "Food +" to the media, the public, and creative people, improve the comprehensive display quality of food art, and contribute to the exchange and mutual learning of diverse cultures in the world.

Create the "GastroWorld" food digital education platform, transform the knowledge of traditional food techniques, characteristic ingredients, and food customs into online courses, and open them to the world for free. Members of the Creative Cities Network can release local food courses through the platform, providing fair educational opportunities and high-quality educational resources for global food lovers, professionals, women, and children. Quanzhou holds a "Global Food and Sustainable Development Education Summit" every year to promote the exchange and cooperation of food talents in different fields. At the same time, establish an international food culture exchange center, creating a cutting-edge base for food education, research, and innovation, promoting the exchange and cooperation of global food culture, and providing solid support for the sustainable development of the local food industry. The center trains 100 young people from the African region every year to support them in starting businesses in the food industry in their hometowns.
